«Syktyvkar Special Child Home»

This special rehabilitation and education boarding institution for orphans is unique in the municipal public health service system. The major overhaul of the main building of the Children’s Home located at 23a, Chkalova Street had been in progress since September 2002.

BACKGROUND

In 2002, Syktyvkar Special Child Home marked its 80-year anniversary. As the archive documents indicate, a mother and baby home was established back in 1922 in Ust-Sysolsk, the then Syktyvkar. The agency was intended to house 10 mothers and 40 babies under 3 years-old. At that time the home accommodated children of women who worked for the socialist idea; then none could hardly realise they were making history.

Until 1946, the location of the agency had been remained unknown. Since 1946, the child home had been placed at 22, Ordzhonikidze Street (built around 1937).

Since 1954, there had been taken care of already 80 children in the child home. Their number was growing, the accommodation area was badly lacking space, therefore, in 1975 the child home moved to the new premises at 23a, Chkalov Street. It was facelifted as a special agency the same year because more and more children came who had various neuropathy and innate or genetic pathobiology.

Nowadays orphans, parentless children or the children from disadvantaged families aged less than 4 years old are nursed in the child agency. As a rule, all of the children have been forsaken or have unfavourable biological or social case histories with a bad family background. Therefore, they require complex rehabilitation aid, highly skilful medical or psychological aid, special concern and care.

Over 4,000 children have been nursed since 1975. From here they are transferred to orphan asylums, come back to their own families, being placed in ward or adoption.

Regrettably, we do not know the fates of the children adopted by the Russians because in this country adoption secrecy is sacred.

In 1992, RF Supreme Soviet enforced a decree on urgent actions to regulate adoption of children who were Russian citizens by natives of foreign states. Foreign citizens from US, Italy, Spain or Switzerland have adopted over 80 children so far.

Currently, the pupils and the staff are temporarily placed at Kindergarten #77 located at 22, Oktyabrsky Prospect, Syktyvkar 167000, Komi Republic, Russia. The child home’s principal building at 23a, Chkalov Street is being overhauled now.

In June 2003, all the construction and repair work was held up for lack of finance.
